In 2015, the Vietnamese military returned Bai Dai Beach to civilians in an effort to promote tourism in Khanh Hoa and Cam Ranh. Note that the region enjoys 300 days of sunshine in a year (the rainy season is roughly around Oct-Jan), so you’re unlikely to hit bad weather.
